The Xbox One also works if you do not have the Kinect sensor but without the Kinect functionality!The latter speaks for itself, not the first. Microsoft have previously communicated that Kinect was required because the device was an essential part of the interface and future Xbox One games. From an interview with fifafreakz  the company comes back from this statement. It is not yet clear which features of the Xbox one his Kinect requires.

We can not say for certain whether some games work even without Kinect. Microsoft may leave this to the developers of the games just like it also works on the Xbox 360 and PlayStation Eye. That is still not confirmed by Microsoft.

There is also an option for the Kinect to shut it completely out or on. In this state the sensor douse not record any  voices or movement of players. When a feature is triggered who needs Kinect, the user is asked if he wants to turn it back on. This can also be done manually via the menu of the Xbox One.
